The Civil Society & Think Tank Forum 2026 is structured around six thematic working groups, each developing regionally grounded, evidence-based policy recommendations across the Berlin Process priority areas.

Each group is co-led by two civil society organizations or think tanks from different countries across the Western Balkans, a structure that builds regional ownership and reflects the cross-border nature of the Berlin Process. The analytical foundation for each group is provided through the Ignita initiative, OSF-WB’s regional platform for research and advocacy on EU integration.

The groups convene during the consultative phase, finalize their recommendations at the Main Forum in Prishtina, and present them directly to Heads of Government at the Berlin Process Leaders’ Summit in Podgorica.
