Forumi Civil me mbështetjen e Fondacionit Shoqëria e Hapur për Shqipërinë – Soros, në datën 4 Maj 2011, organizoi në Tiranë një tryezë të rrumbullakët mbi një apel për popullin dhe forcat politike në ruajtjen e standarteve të qetësisë para zgjedhjeve dhe gjatë administrimit të tyre. Kjo veprimtari u krye në kuadër të projektit “Për një europianizim të politikës së re shqiptare”. Në takim morën pjesë anëtarët e “Forumit Civil 2010”, ambasadori i OSBE në Shqipëri, Z. Eugen Wollfarth dhe përfaqësuesja për të Drejtat e Njeriut e Delegacionit të BE në Shqipëri, Znj. Andrea Chalupova. Në këtë takim u diskutua për rëndësinë e zhvillimit të votimit në mënyrë paqësore si dhe menaxhimin sa më të rregullt të tij. Në këtë kuadër u dhanë mendime për mënyrën e shmangjes të incidenteve dhe bllokimit të votimit apo numërimit të votave, zgjidhjen e kontraditave dhe parregullsive në mënyrë ligjore si dhe raportimin në kohë reale të incidenteve apo parregullsive të mundshme.
Ky takim u iniciua nga Z. Alfred Moisiu i cili foli për kujdesin dhe qetësinë që duhet të tregojnë drejtuesit e dy koalicioneve kryesore, në mos provokimin e incidenteve të mëtejshme në qendrat e votimit gjatë administrimit të votave të qytetarëve shqiptarë. Gjithashtu, ai foli mbi rëndësinë e votimit nga qytetarët dhe kryerjen e kësaj detyre me përgjegjësi e maturi, duke i hapur kështu rrugë perspektivës së vendit drejt votimeve demokratike me standardeve europiane. Një pjesë e diskutimit të tij u fokusua dhe mbi rëndësinë e komisionerëve në garantimin e një votimi të ndershëm si dhe domodoshmërinë e ushtrimit të një trysnie sa më pozitive nga ambasadorët e huaj të akredituar në Tiranë për zhvillimin e zgjedhjeve të lira, të ndershme e paqësore.
Fjala e Z. Moisiu u vijua më pas nga z. Rexhep Uka, anëtar i “Forumit Civil 2010”, i cili foli për rëndësinë e pjesëmarrjes në votime, si tregues i qytetarisë duke e cilësuar mos pjesëmarrjen në votime si mungesë e transparencës nga forcat politike. Më tej fjalën e mori Z. Eduard Zaloshnja i cili foli për zgjidhjen e kontraditave që mund të lindin gjatë procesit zgjedhor dhe numërimit të votave vetëm nëpërmjet ligjit. Një pjesë e diskutimit tij u fokusua dhe mbi pranimin e një verdikti përfundimtar zgjedhor si dhe mbështetjen më të fortë nga sistemi i drejtësisë dhe e çdo nisme ligjore nga OSBE-ja dhe partnerët e tjerë ndërkombëtarë.
Më pas përshëndeti Ambasadori i OSBE në Shqipëri, Z. Eugen Wollfarth, i cili foli për rëndësinë e një apeli të tillë para zgjedhjeve. Gjithashtu, ai cilësoi se është e rëndësishme që vota të jetë e lirë dhe të votohet në mënyrë që të dihet vullneti i qytetarëve. Më tej, ai shtoi se procesi i duhur është procesi i votimit si dhe ai i numërimit duke u bazuar në përputhje me shtetin e së drejtës e të ligjit pa patur ndërprerje të këtij procesi, duke nënvizuar si çështje me rëndësi mos pengimin e të drejtës së qytetareve për të votuar. Ai parashtroi konceptin për shërbimin ndaj qytetarëve, me idenë se bashkitë e komunat duhet të jenë në shërbim të qytetarëve dhe kjo do të ishte mënyra e duhur se si duhet drejtuar vendi. Në përfundim të fjalës së tij, ai tha se rezultatet janë në duar të votuesve dhe politikanët duhet të pranojnë zgjedhjen e qytetarëve.
Më tej diskutimi vazhdoi rreth rëndësisë së një apeli drejtuar administratës publike dhe subjekteve private në shmangjen e një presioni të hapur për vota të përllogaritura dhe rritjen e pjesëmarrjes në votime, e cila do të minimizonte manipulimet në procesin e votimit dhe t’i jepte një shtysë demokracisë në vendin tonë.

Civil Forum, appeal to guarantee the standards for free and democatic election

Civil Forum with the support of Open Society Foundation for Albania, Soros on 4th of May 2011 organised a round table to appeal to the public and political forces in respecting the standards of a peaceful, fair and democratic election, during its preparation and administration. This activity was conducted in the framework of the project “For the Europeanization of the new Albanian policy”. The meeting was attended by members of the “Civil Forum 2010”, OSCE Ambassador in Albania, Mr. Eugen Wollfarth and representative for Human Rights of the EU Delegation in Albania, Ms. Andrea Chalupova. This meeting was focused on the importance of voting peacefully and in its regular management. In this context, were given opinions on how to avoid incidents in blocking the voting or counting process, the resolution of contradictions and irregularities according to the legal framework and real-time reporting of incidents or possible irregularities.
This meeting was initiated by Mr. Alfred Moisiu, who emphasized the maturity and composure that the leaders of the two main coalitions should demonstrate avoiding further incidents in the polls during the administration process of the votes. He also indicated the importance of wide participation of citizens in the voting process and carrying out this task with responsibility and maturity, thus paving the way to the perspective of the country towards European standards of democratic voting. Part of his discussion was focused on the importance of commissioners in guaranteeing a fair voting process and the importance of a positive pressure from foreign ambassadors accredited in Tirana for the development of free, fair and peaceful election.
The speech of Mr. Moisiu was followed later on by Mr. Rexhep Uka, a member of the “Civil Forum 2010” who highlighted the significance of participation in election as an indicator of citizenship and considering the non participation in election as a lack of transparency of political forces. Further Mr. Eduard Zaloshnja stated the contradictions that may arise during the electoral process and vote counting should be resolved by the responsible institutions according to the legal framework. Part of his discussion was focused on the acceptance of the final verdict on the election as well as strong support needed from the justice system and of any legal initiative by the OSCE and other international partners.
The OSCE Ambassador in Albania, Mr. Eugen Wollfarth, indicated the importance of this appeal before the election process. He also considered as vital free and transparent voting and counting process as the only way to confirm the exact will of citizens. He further added that due process is the voting and counting process based on standards of the rule of law, highlighting as an essential issue not impeding the right of citizens to vote. He stated the concept of being in service to citizens, the municipalities and the communes should be in service for the citizens and this would be the proper way how to run the country. At the conclusion of his speech, the Ambassador emphasized that the results are in the hands of voters and politicians must accept the will of the citizens.
The discussion continued about the importance of an appeal to the public and private administration in avoiding an open pressure for calculated votes and increasing the participation in election of citizens which will reduce fraud of the voting process and will encourage strengthening of the democracy in our country.
