About the Role
Open Society Foundations – Western Balkans (OSF-WB) is seeking a Program Analyst to join our Digital Pillar—a dynamic team driving inclusive digital transformation, regional innovation, and responsible AI in the Western Balkans.

We’re looking for a strategic thinker and regional connector, fluent in the potential of digital tools to address social and development challenges. You’ll bring both subject-matter expertise and collaborative energy to help shape a bold, future-facing portfolio.

Key Responsibilities
As Program Analyst, you will:

• Lead research and policy analysis on AI and emerging technologies, advising OSF-WB leadership on strategic trends and portfolio development.
• Promote innovative, tech-enabled solutions that advance digital inclusion, green transition, and regional economic cooperation.
• Cultivate partnerships with local startups, tech hubs, research institutions, and other regional innovation actors.
• Identify and build collaborations with global innovation networks that align with OSF-WB’s mission.
• Work closely with grantees and partners to integrate digital tools into their strategies and deliver scalable impact.
• Shape and assess the Digital Pillar’s portfolio—helping design cross-sector projects and ensure strategic alignment with OSF-WB goals.
• Contribute to internal learning and strategy by translating complex tech trends into actionable insight.
• Represent OSF-WB in regional and international forums, promoting inclusive, ethical digital futures.

What We’re Looking For
We welcome applicants from diverse backgrounds—including technology, policy, development, research, or innovation ecosystems—who bring a mix of the following:

Core Qualifications

• Degree in Information Technology, Computer Science, Engineering, Public Policy, or related field.
• At least 3 years of experience in digital transformation, innovation, or AI-related projects.
• Strong understanding of AI, blockchain, automation, machine learning, or NLP—especially applied in civic, economic, or development contexts.
• Experience working with or supporting innovation ecosystems (e.g. startups, accelerators, tech labs).
• Excellent project management skills, from ideation to execution.
• Familiarity with digital policy trends in Europe and/or the Western Balkans.

💡 Preferred Skills

• Experience working in the nonprofit or public sector.
• Ability to connect tech solutions with public-good challenges (climate, inclusion, governance, etc.).
• Fluent in English and at least one Western Balkans language.
• Strong analytical, research, and writing skills.
• Ability to engage confidently with governments, donors, CSOs, and multilateral partners.
