SUBJECT OF THE PROCUREMENT

6. Description of the procurement:
The subject of the procurement is the preparation of project documentation and the installation of photovoltaic solar power plants in: Primary School “Kliment Ohridski”, Bitola; Primary School “Dame Gruev”, Bitola; Primary School “Ibe Palikuća”, Bojane village, Saraj, Skopje; Primary School “Dituria”, Saraj, Skopje; Primary School “Kosta Racin”, Brvenica village, Brvenica; Primary School “Goce Delchev”, Grgurinca village, Brvenica.

Unit 1: Photovoltaic solar power plants in: Primary School “Kliment Ohridski”, Bitola; Primary School “Dame Gruev”, Bitola; Primary School “Ibe Palikuća”, Bojane village, Saraj, Skopje; Primary School “Dituria”, Saraj, Skopje; Primary School “Kosta Racin”, Brvenica village, Brvenica; Primary School “Goce Delchev”, Grgurinca village, Brvenica.


CONDITIONS OF PARTICIPATION

Eligibility and rules of origin
Bidders can be construction companies from the Republic of North Macedonia (hereinafter referred to as RSM) and from abroad that have fully, qualitatively and timely fulfilled any previous obligations to the Open Society Foundations – Western Balkans and Foundation Open Society – Macedonia and possess at least a B License for a construction contractor of the second category.

Grounds for exclusion
Bidders must provide a declaration that they are not in the situation specified in Point 8. A separate declaration is not required, but is filled in the Bid Form itself, in the Declaration section according to the requirements of the tender.

Number of offers
One bidder (holder) can make only one bid. It must be complete, subject to one contract and the specification given in it is indivisible. The bidder is required to bid on all items. Under no circumstances will incomplete offers be considered.

Bank guarantee for securing the offer (Tender guarantee)
Bidders SHOULD NOT submit a Bank Guarantee to secure the bid (Tender Guarantee).

Guarantees
The successful tenderer will be required to provide a Performance Guarantee in the amount of 10% of the contract value expressed in MKD. The same (with text as given in the example) must be submitted no later than 10 days after the bidder receives the signed contract from the Ordering Party. If the bidder does NOT do so within this period, then the contract will be annulled, and the procedure will be repeated with the next most favorable bidder. This guarantee will not be required from those bidders who will request payment after fully completed works and technical acceptance.

Validity of offer
Bids must remain valid for 150 days after the deadline for submitting bids.

Execution deadline
Maximum term of 90 days after signing the contract.


SELECTION AND AWARD CRITERIA

  • 60 % (of total points) = Price;
  • 10% (of the total points) = References of the bidder in RSM and references of the manufacturer of the active equipment;
  • 5% (of total points) = Method of payment;
  • 20% (of the total points) = Deadline for completion of works and commissioning of all locations offered;
  • 5% (of total points) = Length of warranty period.

The selection of the best offer will be made in accordance with the procurement policies of the Open Society Foundations – Western Balkans.

All questions regarding the tender should be sent exclusively in writing by e-mail to: adrijana.lavchiska@osfwb.org and hristina.vasilevska@osfwb.org (indicating the number of the announcement from Point 1), no later than 4 working days before the deadline for submitting offers given in Point 17. The Open Society Foundation – Macedonia will answer the questions in the same way, no later than 2 working days before the same deadline.

Deadline for submission of offers
Interested bidders should submit their offers (ONE ORIGINAL ON PAPER) in a closed and sealed envelope marked “Offer no. RP/FOSM/FT/2255”, by hand or by courier to the following address:

For bids sent by mail, the time of arrival of the shipment at the FOOM address will be considered as the time of submission, NOT the time of delivery of the shipment to the post office.

Final date for submission of offers: no later than 09.03.2026 (Monday) by 3:00 p.m.

No later than 02.03.2026, each bidder will need to register that they intend to bid by sending a message to adrijana.lavchiska@osfwb.org and hristina.vasilevska@osfwb.org.

At the address from which the message will be sent, the bidder will receive all the questions and answers that will be asked during the process of preparing the bids.

Offers received after the deadline will not be considered.

There will be no public opening of offers!
