OSF-Western Balkans has signed a new partnership with the Center for Civil Communications (CCC), Skopje, North Macedonia, launching a regional public-private partnership (PPP) project to strengthen  economic cooperation, governance and sustainable investment across the Western Balkans. 

About the Project 

The new project – “Exploring PPP and Concession Potential for Regional Development in the Western Balkans” – aims to map national PPP and concession frameworks in all six Western Balkans economies, compare legal and institutional gaps, and build a foundation for harmonized regional standards aligned with EU directives. 

Key activities include six country-level assessments, drafting a regional comparative study, and laying the groundwork for a regional platform that integrates PPP/concession data with open procurement systems. By doing so, the project seeks to unlock the potential of PPP as an economic catalyst, improve institutional accountability, reduce fiscal and governance risks, and encourage  regional cooperation. 

The implementation will be led by CCC Skopje, in coordination with regional partners from Serbia, Bosnia and Herzegovina, Kosovo, Montenegro and Albania. 

Local Impact 

At the national level, the project will: 

• deliver detailed analyses of the legal, institutional, and fiscal gaps in PPP and concession governance; 
• support public institutions (ministries, PPP authorities, municipalities) in strengthening oversight and safeguarding public investments; 
• increase transparency by making PPP and concession information publicly available – thereby empowering journalists, civil society organizations, and citizens to monitor infrastructure and public-resource projects; 
• contribute to alignment with EU procurement and concession standards, helping WB governments on their path toward EU integration. 

Regional Impact 

On a regional scale, the initiative is designed to: 

• produce a comparative regional report and roadmap for harmonised PPP/concession regulation across the Western Balkans; 
• launch a prototype for interoperable PPP + procurement data systems – the first of its kind in the region; 
• foster cross-border cooperation among governments, investors, financial institutions, and civil society for sustainable regional development; 
• improve the investment climate and public-private collaboration in the region, supporting long-term growth, transparency, and trust.
