This project aims to build political support and regional cooperation around a shared Green Industrial Policy framework (GIP) for the Western Balkans. The goal of GIP is to support a fairer, more sustainable economic transition that brings together climate action, job creation, and social wellbeing across the region. By fostering shared understanding and commitment to the Green Industrial Policy in the Western Balkans and its alignment with the EU Clean Industrial Deal, the project will help the countries to move toward a more sustainable, low-carbon industrial future while aligning with EU standards and targets.

The Western Balkans are facing serious environmental and economic challenges, including economic inequality, energy insecurity, and the need to reduce emissions. While countries are taking steps toward greener policies, there is still no common vision or regional strategy for green industrial development that will support the transition to environmentally sustainable, low-carbon industries. To help fill this gap, OSF WB—working with the GAP Institute (Kosovo) and a team of regional and international experts—has developed recommendations for a Western Balkans GIP regional coordinated framework. The developed analysis outlines the reasons for a joint approach and initial high-level policy alternatives.

By aligning the GIP with the EU Clean Industrial Deal, the project supports a pragmatic and ambitious path forward for green industrial transformation in the Western Balkans. It provides a strategic framework for the region to ensure that the industrial transformation in the region is both ambitious and grounded in practical, achievable steps, fostering long-term environmental, economic and social benefit.
