The Civil Society Forum Tirana 2023 exemplifies OSF-WB’s continuous commitment to supporting regional cooperation and empowering civil society. By actively engaging hundreds of stakeholders in discussions and policy formulation within the EU integration framework, the forum strengthens regional ownership and advocates for the benefit of the Western Balkans citizens. This initiative not only strengthens democratic processes but also catalyzes inclusive development across the region advancing sustainable and equitable growth within European and regional contexts.

ABOUT THE PROJECT
OSF Western Balkans in cooperation with the Hellenic Foundation for European & Foreign Policy (ELIAMEP) and the Cooperation and Development Institute (CDI) organized the 2023 Tirana Civil Society and Think Tank Forum (CSF) within the larger Berlin Process framework. CSF is a process that aims to foster constructive and inclusive dialogue among civil society representatives, public authorities, EU representatives, financial institutions, and other stakeholders from the Western Balkans and EU member states.

REGIONAL IMPACT
By sharing best practices and developing policy recommendations, CSF brings the voice of the Western Balkan citizens in policy-making, advances regional cooperation, boosts EU-related reforms, and supports the accession process of the Western Balkan countries.

PROGRESS TO DATE
In the consultation phase of 2023 Tirana CSF, seven thematic working groups were established to assess the situation re Berlin CSF 2022 recommendations, and identify factors blocking the progress. Each group development recommendations which you can access below:

3. Mobility and Migration
4. Security and Geopolitics
5. Climate and Green Agenda
6. Access to the European Single Market
7. Digitalization and multi-layered Connectivity

Consultations were led by seven different organizations ensuring geographical diversity, thematic knowledge, and representation. Subsequently, the advocacy phase gave life to ideas and advocacy positions reflecting the Berlin CSF 2022 recommendations but ensuring continuity between two Forums. A Follow up initiative to take stock and continue advocacy efforts on a regional and EU level was undertaken jointly with Institute for Democracy (ICSDS) between December 2023 and April 2024.
