The Digital DSO (Distribution System Operator) project implemented by RESET, aims to accelerate the energy transition in the Western Balkans by strengthening the digital capacities of DSOs and enabling greater integration of prosumers and energy communities. Although citizen interest in renewable energy is increasing, outdated low-voltage infrastructure and limited digitalization hinder distributed renewable energy deployment. The project positions DSO digitalization as a key driver of a more inclusive, resilient, and decarbonized energy system.

The initiative has two components. Part A develops and pilots a modular KPI framework to assess DSO digital readiness and prosumer integration across six Western Balkan countries, including baseline assessments, co-design workshops, pilot implementation with 2–3 DSOs, and regional dissemination. Part B supports pilot DSOs in Bosnia and Herzegovina, Albania, and Montenegro in establishing infrastructure for automated grid analysis, including CIM-compliant network models, data interfaces, and a prototype repository. The project primarily targets DSOs while engaging regulators, ministries, prosumers, civil society, and academia to ensure inclusive governance and regional knowledge sharing.
