About the Project
This project is implemented by the Center for Policy and Governance (CPU, Bosnia and Herzegovina) in cooperation with the Ministry of Transport and Communications of BiH and the Ministry of Transport of Montenegro, within the broader Transport Policy Partnership supported by OSF Western Balkans.
It aims to strengthen the role, capacity, and coordination of civil society organisations (CSOs) in advancing sustainable, inclusive, and transparent transport policies in Bosnia and Herzegovina.
Due to the country’s complex administrative structure, transport policymaking is often fragmented and insufficiently coordinated, slowing alignment with EU standards and sustainability goals, including the European Green Deal. At the same time, public participation remains limited, particularly for vulnerable and underrepresented groups such as persons with disabilities, youth, rural communities, and low-income populations.
The project addresses these challenges by strengthening CSO capacities, improving cooperation with public institutions, and enhancing links with regional and EU-level networks. Through a structured programme of activities, it will support knowledge exchange, joint advocacy, and more effective civil society engagement in transport policymaking. The project will result in practical recommendations, a CSO directory, and a cooperation roadmap to guide future collaboration.
Local Impact
At the national level, the project strengthens the capacity of CSOs to engage more effectively with transport-related institutions across Bosnia and Herzegovina. It creates space for dialogue, cooperation, and joint advocacy, contributing to more transparent and accountable policymaking.
By promoting inclusive approaches, the project supports better representation of vulnerable and underrepresented groups in transport policy discussions, helping ensure that mobility systems respond to the needs of all citizens.
Regional Impact
The project connects CSOs and institutions from Bosnia and Herzegovina with regional and EU-level networks, including the Transport Community. Through cross-border cooperation, knowledge exchange, and joint advocacy, it strengthens the role of civil society in regional transport governance.
By contributing to more coordinated and inclusive approaches to transport reform, the project supports broader efforts to align the Western Balkans with EU standards and advance sustainable mobility across the region.
