Learn2Earn aims to transform human capital across the Western Balkans by equipping individuals with future-relevant digital and sustainability skills and connecting them to impact-driven, high-value careers aligned with the evolving world of work. 

In its first phase, the initiative will pilot and refine digital solutions in Bosnia and Herzegovina, before scaling the most successful models to other Western Balkan countries. Aligned with OSF – Western Balkans’ digital transformation priorities, the project supports the creation of a digitally resilient, inclusive, and future-ready regional labor market. 

About the Project 

Implemented by the Mozaik Foundation with support from OSF – Western Balkans, Learn2Earn develops and scales AI- and ESG-driven digital tools that bridge the gap between individuals, education providers, and employers. 

The initiative focuses on two strategic domains: 

  • Human Capital Development – through digital platforms that recognize, verify, and enhance skills, empowering individuals and programs to better link learning to employment. 
  • Jobs of the Future – through ESG- and SDG-aligned business models and technologies that create meaningful, sustainable employment opportunities. 

In Phase 1 (2025), the project will design and pilot a portfolio of digital solutions in Bosnia and Herzegovina, focused on skills recognition, ESG integration, and employability. Each solution will be developed in collaboration with ecosystem partners, tested with real users, and assessed for its potential to drive systemic change. 

In Phase 2 (2026-2027), validated solutions will be adapted and scaled regionally with the support of the Mozaik Policy Lab, which facilitates institutional integration and alignment with national and regional policy frameworks. The Lab will also lead policy research and advocacy, ensuring that scalable tools are embedded within education, employment, and innovation systems. 

Local Impact 

In Bosnia and Herzegovina, the Learn2Earn project will serve as a demonstration site for developing and integrating AI- and ESG-aligned digital solutions into public institutions and labor market systems. 

  • It will engage youth and adult learners aged 17-50, particularly from rural and underserved communities, helping them identify, verify, and apply their skills using frameworks such as ESCO and the World Economic Forum’s Skills of the Future. 
  • Entrepreneurs and SMEs will gain access to Mozaik ESG Solutions, receiving advisory and validation tools to embed sustainability into their business models. 
  • Through the Mozaik Policy Lab, the project will collaborate with ministries, agencies, and municipalities to embed validated digital tools into existing public programs in education, employment, and innovation. 

This phase aims to reduce skills mismatches, curb brain drain, and build a solid foundation for systemic skills recognition and validation in Bosnia and Herzegovina. 

Regional Impact 

Regionally, Learn2Earn will promote cross-border learning, labor mobility, and sustainable job creation by adapting proven digital solutions to other Western Balkan countries. Through OSF WB’s regional network, the initiative will enable knowledge exchange, ecosystem partnerships, and policy dialogue aligned with the EU Growth Plan, Digital Skills Agenda, and Green Transition. 

By 2027, the project aims to: 

  • Pilot at least five digital tools in Bosnia and Herzegovina and scale one or more regionally; 
  • Strengthen ESG and SDG integration across the business and education ecosystems; 
  • Generate replicable models for tech-driven, socially responsible employment and institutional adoption across the Western Balkans. 

Ultimately, Learn2Earn bridges the gap between learning and earning – connecting human capital development with sustainability, innovation, and social impact. By linking individuals, enterprises, and institutions through digital transformation, the project supports a future-ready, inclusive, and collaborative Western Balkan economy.
