The Western Balkans Youth Observatory is a comprehensive regional initiative establishing the first systematic monitoring and analysis framework for youth-related policies across all Western Balkan countries led by the Young Professionals Network (YPN). It is a dynamic and evidence-based platform, tracking the development of Youth Laws, Youth Guarantee schemes, youth strategies and other important agendas for the youth human capital development while keeping pace with the evolving landscape of EU integration and important regional agendas. The initiative employs innovative digital tools and empowers young professionals and youth enteties to take an active role in monitoring youth policies, identifying gaps, and advocating for accountability at both national and regional levels. As a flagship initiative of YPN, the Observatory is committed to bridging policy gaps and championing a data-driven vision for youth development aligned with EU standards, Growth Plan for the Western Balkans and Common Regional Market.  

About the project 
The Observatory is a vision of a regional hub that consolidates youth-related data, research, and policy information into one comprehensive digital platform. The Observatory aims to provide systematic monitoring and analysis on crucial areas such as Youth Guarantee implementation, Youth Laws enforcement, Youth, Peace and Security Agenda advancement, mobility agreements, etc through the lens of EU Integration and the Growth Plan. By fostering collaboration across national boundaries and engaging diverse stakeholders, the initiative seeks to create transparency and accountability within youth policymaking across the Western Balkans while aligning regional youth policies with EU frameworks.  

The initiative will create the region’s first centralized digital platform featuring interactive timelines, comparative policy analysis tools, and country profiles to track youth-related data and policy developments. Through systematic research, the project will produce comprehensive regional report, and identify critical policy gaps including missing programs. By establishing standardized indicators for regional comparison and facilitating cross-border policy evaluation, the initiative enables policymakers to align national strategies with EU standards. The project bridges fragmentation in youth policy implementation by combining research excellence with practical advocacy to transform how youth policies are monitored, evaluated, and improved across the Western Balkans. 

Local impact 
The project will empower young professionals, civil society organizations, and youth-led initiatives to participate actively in policy monitoring and advocacy, giving them a stronger evidence base and voice. This will enhance local capacities for youth advocacy, provide accessible information on youth policies and mobility opportunities, and contribute to more effective and accountable youth policy implementation in each Western Balkan country while contributing to the EU agenda. Furthermore, different youth entities will be informed will be engaged and informed on the Growth Plan for the Westerns Balkans and other important regional agendas.  

Regional impact 
The Observatory’s impact extends beyond national boundaries. It promotes regional coordination in youth policy implementation and strengthens cooperation through comparative analysis and unified monitoring frameworks. By creating a centralized digital platform that tracks youth policy developments across all WB6 countries, the Observatory advocates for policy harmonization with EU standards and ensures Western Balkans’ youth priorities are effectively communicated to EU institutions and regional stakeholders. The initiative will raise awareness among over 100 youth stakeholders about the state of youth in the region and foster a more cohesive approach to youth development across the Western Balkans. 

Partners 
The Observatory engages multiple stakeholders including young professionals as national researchers across WB6 countries, partner organizations supporting implementation, government institutions and policymakers receiving evidence-based recommendations, EU institutions and regional actors such as RCC and RYCO contributing information and dissemination support, and civil society organizations utilizing the platform for advocacy efforts.
