This regional initiative, jointly implemented by Bečej Youth Association , Open Data Kosovo and Instituti për Zhvillim dhe Edukim aims to improve the openness and accessibility of the public procurement systems through the implementation of comparative analyses on the state of open data and their use for new potential tools that will increase mutual market participation and competitiveness at the level of the WB6 countries.

ABOUT THE PROJECT
This regional project contributes to the improvement of the participation, integrity, openness, and accessibility within the public procurement systems through the implementation of comparative analyses for the use of open data in new potential tools that will increase mutual market participation and competitiveness at the level of the countries of the Western Balkans.

LOCAL IMPACT
At the national level, by conducting national analyses of the public procurement systems in Serbia, Bosnia and Herzegovina, Montenegro, Kosovo, Albania and North Macedonia, from the aspect of accessibility and usability of open data, the project will offer concrete policy recommendations for the improvement in this field, with a special focus on increasing transparency, curbing space for known corrupt mechanisms, cartel agreements and national monopolies. By doing so the project supports national reforms aimed at improving the accessibility, openness and competitiveness of public procurement at the national levels but also on the regional level.

REGIONAL IMPACT
Based on the conducted national analyses, Comparative Report will be created and promoted regionally, and its findings will present the basic guidelines that will enable the governments but also other relevant stakeholders (NGOs, business sector, citizens) in WB6 countries to see mutual compatibilities that can accelerate the reforms of the opening, accessibility, and competitiveness of national markets. In addition, the project will empower networking of regional actors and improvement of their role, interest, and integrity in the process of improving the openness and accessibility of the public procurement system in the Western Balkans region. The pilot version of the unique AI-powered platform will be created that would be able to derive data from public procurement portals (documents, tender documentation, technical specifications, etc.), collect them, and make them available and accessible in one place, in Open Data format, translated to English in order to overcome the language barrier, which was often stated as an obstacle for some bidders.
