The construction of highways and road infrastructure is one of the issues on which there is a general political and citizen consensus in Bosnia and Herzegovina. However, a small number of citizens and politicians are aware of the cost of such an investment and the impact of construction on the state of public finances of BiH.

The main idea of ​​this analysis and related public debates and other activities is to address the following issues:

• The lack of a clear projection and analysis of the impact of borrowing for road infrastructure on public debt and the public finance management system in BiH;

• The absence of a clearly defined public resource management policy and the sustainability of the construction and maintenance financing model for built and planned road routes in the future;

• The need to verify the environmental impact of highway construction and the assessment of the need to update existing environmental studies.

The first part of the document presents an analysis of the effects of highway construction in BiH on the public finance management system – i.e. the estimated effect on budgets and the fiscal position of BiH. This part of the document presents an analysis of the effects of highway construction on the public debt of BiH, and at the end, recommendations are given for improving public policies in this area. The second part of the document analyses the efficiency of public resource management and the sustainability of the construction and maintenance financing model applied to the construction of motorways in BiH. The end of this part of the document also provides recommendations for improving public policies in this area. The third part of the document deals with the impact of motorway construction on the environment. Based on the available data and resources for the preparation of this analysis, an assessment of the need to update existing environmental studies and recommendations for improving public policies in this area are provided.

Studija – Analiza uticaja izgradnje auto-puteva u BiH na sistem upravljanja javnim finansijama, dugom i zaštitom okoliša

Izgradnja autoputeva i putne infrastrukture je jedno od pitanja o kojima postoji opšti politički i konsenzus građana u Bosni i Hercegovini. Međutim, mali broj građana i političara je svjestan troška takve investicije i uticaja izgradnje na stanje javnih finansija BiH.

Osnovna ideja ove analize i vezanih javnih rasprava i drugih aktivnosti je adresiranje sljedećih pitanja:

• Nedostatka jasne projekcije i analize uticaja zaduživanja za putnu infrastukturu na javni dug i sistem upravljanja javnim finansijama u BiH;

• Nepostojanja jasno definisane politike upravljanja javnim resursima i održivosti modela finansiranja izgradnje i održavanja za izgrađene i putne pravce koji su planirani u narednom periodu;

• Potrebe za verifikacijom uticaja izgradne auto-cesta na okoliš i procjena potrebe za ažuriranjem postojećih okolinskih studija.

U prvom dijelu dokumenta prikazana je analiza efekata izgradnje autoputa u BiH na sistem upravljanja javnim finansijama – tj. procjenjenog efekta na budžete i fiskalnu poziciju BiH. Ovaj dio dokumenta predstavlja analizu efekata izgradnje autoputeva na javni dug BiH, a na kraju su date preporuke za poboljšanje javnih politika u ovoj oblasti. U drugom dijelu dokumenta, analizirana je efikasnost upravljanja javnim resursima i održivost modela finansiranja izgradnje i održavanja koji je primjenjen kod izgradnje auto-puteva u BiH. Kraj ovog dijela dokumenta također daje preporuke za poboljšanje javnih politika u ovoj oblasti. Treći dio dokumenta se bavi uticajem izgradnje auto-cesta na okoliš. Na osnovu dostupnih podataka i resursa za pripremu ove analize, data je procjena potrebe za ažuriranjem postojećih okolinskih studija, te preporuke za poboljšanje javnih politika u ovoj oblasti.
