Digital transformation in Bosnia and Herzegovina is progressing slowly and without a clear strategic framework. Most public institutions lack adopted digital strategies or dedicated budgets, while interoperability and electronic identity systems remain underdeveloped. In the private sector, particularly among small and medium-sized enterprises (SMEs), digital maturity is low and support for innovation is limited. Civil society is largely excluded from digital policy processes, despite its potential to support transparency and citizen participation. 

Key recommendations include: adopting a national digital transformation strategy, establishing a central coordination body, investing in infrastructure and digital skills, developing digital innovation hubs for SMEs, creating a dedicated fund for civil society digitalization, and establishing a mechanism to coordinate and absorb domestic and international funding—especially from IPA III and the Digital Europe Programme.
