In this policy brief we examine the different phases of the Reform Agenda, preparation, unpacking and delivering in Albania. EU enlargement is regaining momentum, with renewed focus on the Western Balkans. To revitalize the accession process, the EU launched the Growth Plan. It seeks to bring the region closer to the single market, strengthen cohesion through the Common Regional Market, accelerate reforms, and boost financial support. Albania, making steady progress, aims to conclude negotiations by 2027 and join by 2030. The Growth plan is a valuable opportunity for Albania, and the Reform Agenda helps with better implementation due to stricter conditionality of the funding framework.
