Behind the Curtain: Examining the Adoption and Content of Serbia’s Reform Agenda

In this policy brief we analyse the adoption and content of Serbia’s reform agenda adopted on the 3rd of October 2024 and aiming to align Serbia’s policies with European Union standards. While the respect of the rule of law is the most important prerequisite for every Western Balkan country, Serbia has to ensure the principle domestically and within the frame of the Belgrade-Pristina dialogue. This paper doesn’t only examine the development and adoption process of the agenda but also gives particular attention to the role of civil society in “ensuring accountability and transparency”. In addition, its implementation by the government and its capacity to address its shortcomings are studied.
