The spread of the Coronavirus was un-expected even for the European Union. According to assessments of experts and member states, European institutions were not ready to quickly and adequately respond from the very beginning.

The first EU responses, in the early out-breaks of the COVID-19 virus in Europe territory were of a procedural nature. The EU was unaware of the magnitude of the disease, and the risks it posed to the health, society and the economy.

The public health lies in the competence of the member states rather than the EU. Therefore, the European institutions were placed in passive, rather than active role, in the first response to this pandemic. However, over the time, with the rapid spread of the virus across EU countries, it became obvious that the common European-level response, or even wider global cooperation, was necessary.

Mbështetja e BE-së në reagimet në Ballkan dhe Kosovë ndaj pandemisë së koronavirusit

Përhapja e Korona virusit i erdhi befas edhe Bashkimit Evropian. Sipas vlerësimeve të ekspertëve por edhe vendeve anëtare, institucionet evropiane nuk ish-in të gatshme të reagojnë me me shpejtësinë e duhur qysh në fillim.

Reagimet e para të BE-së, në fillet e paraqitjes së virusit COVID-19 në territorin evropian, ishin të karakterit procedural. BE nuk ishte e vetëdijshme për përmasat e kësaj sëmundje, për rrezikun që kanosej ndaj shëndetit, shoqërinë si dhe ekonominë.

Meqë shëndeti publik është në kompe-tencë të shteteve anëtare e jo e BE-së, institucionet e përbashkëta evropiane u vendosën në rolet më shumë pasive se sa aktive të reagimit ndaj kësaj pan-demie. Mirëpo, me kalimin e kohës, me shpërndarjen e shpejtë të virusit nëpër vendet e BE-së, shpejt u kuptua se është i domosdoshëm një reagim i përbashkët në nivel evropian dhe bashkëpunim edhe më i gjërë global.

Podrška EU u reagovanju na pandemiju virusa korona na Balkanu i Kosovu

Širenje virusa korone je iznenadilo i Ev-ropsku uniju. Prema ocenama stručn-jaka, kao i zemalja članica, evropske in-stitucije od početka nisu bile spremne da reaguju odgovarajućim tempom.

Prve reakcije EU u začetku virusa COV-ID-19 na evropskoj teritoriji su bile pro-ceduralne prirode. EU nije bila svesna veličine ove bolesti, opasnosti koja je pretila zdravlju, društvu i ekonomiji.

Budući da je javno zdravstvo u na-dležnosti država članica, a ne EU, zajed-ničke evropske institucije su se postavile više u pasivne nego aktivne uloge u rea-govanju na ovu pandemiju. Međutim, tokom vremena, brzim širenjem virusa po zemljama EU, ubrzo se shvatilo da je potreban zajednički odgovor na evrop-skom nivou i još šira, globalna saradnja.
