This report is based on the previous observations made during the Civil Society organisation forum 2023 and the project “Fundamentals First Improving the Rule of Law and Inclusiveness in the Western Balkans Energy Transition” launched by RERI. The policy recommendations are mainly focused around two goals, “the rule of law and human rights (including the need to extend and revise the Treaty establishing the Energy Community)” and “a just and inclusive energy transition”. Obstacles such as deficiencies in the rule of law and a lack of accountability and monitoring prevent further actions. In this assessment report RERI examined interactions between the rule of law and energy transition policy outcomes, arguing that the EU’s Fundamentals First
principle is essential for achieving decarbonisation and pollution reduction goals in the Western Balkans.
