This publication represents the final result of the project “Regional Support in the Implementation of the Local Self-Government Development Strategy in BiH”. The project was conceived as a series of meetings in the country and the region to discuss the past, current and future development of local self-government in the countries of the former Yugoslavia. The countries that emerged after the breakup of the former Yugoslavia, in addition to their geographical location and common life in one country, share a common experience of the communal model of municipal organization in which municipalities mainly represented an “extended arm” of the state.

Although this fact was known during the creation of the Local Self-Government Development Strategy in BiH, the desire for faster and more adequate steps in this segment led to the necessity of a clearer understanding of the state of reform of the local self-government system in countries with the same starting point. Given that similar efforts are being carried out in Serbia with the aim of developing local self-government and decentralizing certain functions within the state, the Eda Development Agency launched this project together with the partner organization Palgo Center from Belgrade.

Ruka ruci, dobro je dobro sarađivati – iskustva u razvoju lokalne samouprave

Ova publikacija predstavlja finalni rezultat projekta “Regionalna podrška u realizaciji Strategije razvoja lokalne samouprave u BiH”. Projekat je zamišljen kao niz sastanaka u zemlji i regionu na kojima bi se razgovaralo o dosadašnjem, aktuelnom i budućem razvoju lokalne samouprave u zemljama bivše Jugoslavije. Zemlje nastale nakon raspada bivše Jugoslavije, pored geografske određenosti i zajedničkog života u jednoj zemlji, dijele zajedničko iskustvo komunalnog modela organizacije opština u kojem su opštine uglavnom predstavljale „produženu ruku“ države.

Iako je ova činjenica bila poznata i tokom kreiranja Strategije razvoja lokalne samouprave u BiH, želja za bržim i adekvatnijim koracima u ovom segmentu vodila je ka neophodnosti jasnijeg razumijevanja stanja reforme sistema lokalne samouprave u zemljama sa istom polaznom osnovom. S obzirom na to da se slični napori provode i u Srbiji sa ciljem razvoja lokalne samouprave i decentralizacije određenih funkcija unutar države, Razvojna agencija Eda je lansirala ovaj projekat zajedno sa partnerskom organizacijom Palgo Centar iz Beograda.
