The EU Financial Perspective 2021-2027 has brought both, opportunities and challenges for national authorities in WB6 pre-accession countries.

The Policy Paper “IPA to WB6 – Opportunities, Challenges, and Paths Forward” prepared by IPECC, explores how IPA III supports green infrastructure investments to advance the Green Agenda for the WB Region.

While financial mechanisms like the WBIF and the Economic and Investment Plan have paved the way for sustainable growth, persistent delays and structural changes have hindered IPA absorption rates across WB6. This paper analyzes key innovations in programming approaches, the institutional reforms introduced by IPA III, and valuable lessons learned and best practices from previous financial perspectives. It highlights progress and identifies gaps in achieving a greener and more sustainable Western Balkans.
