The aim of this study is to present more completely one of the aspects of the topics on which the research within OPEN project was conducted, the purpose of which is measuring the open-ness of the Kosovo Serb community. Different dimensions of the dialogue will be in the focus of the study, i. e. the normalization process pursued between Belgrade and Pristina with a special emphasis on the impact and practical consequences it has had on this non-majority community. More precisely, the study is an attempt to identify the advantages and flaws of the process itself from a perspective of the Serb community and in the light of contemporary political, economic, cultural and inter-ethnic relations in Kosovo, as well as of the dialogue between the official Belgrade and Pristina. To that end, a comprehensive research approach and methods were used to give an insight in the perceptions of the members of Kosovo Serb community on inclusiveness, effectiveness, transparency and the future of the dialogue process. The comprehensiveness of the approach is based on the fact that it is necessary to have an in-depth and relevant research which is to be a point of departure in identification and mapping the key views and needs of this community. Research results indicate key factors and dimensions of the dialogue process to which decision-makers should pay special attention, particularly those that create strategies and policies relating to the relations between Pristina and Belgrade.

Serbët e Kosovës në procesin e dialogut

Ky hulumtim synon të plotësojë njërin nga aspektet e temave kërkimore në kuadër të projektit OPEN, i cili ka për qëllim të masë se sa është i hapur komuniteti serb të Kosovës. Hulumtimi do të përqendrohet në dimensione të ndryshme të dialogut, d.m.th. në procesin e normalizimit midis Beogradit dhe Prishtinës, me theks të veçantë në ndikimin dhe pasojat praktike që pati në këtë komunitet jo-shumicë. Më saktësisht, ky hulumtim do të përpiqet të identifikojë avantazhet dhe disavantazhet e vetë procesit nga perspektiva e komunitetit serb, dhe në dritën e marrëdhënieve bashkëkohore politike, ekonomike, kulturore dhe ndëretnike në Kosovë, si dhe dialogut midis Beogradit zyrtar dhe Prishtinës. Në këtë kontekst, me një qasje gjithëpërfshirëse të hulumtimit dhe metodave do të ofrohet një pasqyrë e perceptimeve të pjesëtarëve të komunitetit serb të Kosovës në lidhje me gjithëpërfshirjen, efektivitetin, transparencën dhe të ardhmen e procesit të dialogut. Gjithëpërfshirja e qasjes bazohet në faktin se nevojiten kërkime të hollësishme dhe relevante, të cilat do të bëhen pika fillestare për identifikimin dhe hartëzimin e qëndrimeve dhe nevojave kryesore të këtij komuniteti. Rezultatet e hulumtimit do të tregonin si rrjedhojë faktorët kryesorë dhe dimensionet e procesit të dialo-gut të cilit vendimmarrësit duhet t’i kushtojnë vëmendje të veçantë, veçanërisht ata që krijojnë strategji dhe politika të drejtuara kah marrëdhëniet midis Prishtinës dhe Beogradit.

Kosovski Srbi u procesu dijaloga

Ova studija ima za cilj da upotpuni jedan od aspekata istraživanih tema u okviru projekta OPEN, koja je usmerena na merenje otvorenosti zajednice kosovskih Srba. U fokusu studije će biti različite dimenzije dijaloga, tj. procesa normal-izacije, vođenog između Beograda i Prištine, sa posebnim osvrtom na uticaj i praktične posledice koji isti imao na ovu nevećinsku zajednicu. Tačnije, ovom studijom će biti pokušano da se identifikuju prednosti i mane samog procesa iz perspektive srpske zajednice, a u svetlu savremenih političkih, ekonomskih, kulturnih i međuetničkih odnosa na Kosovu, kao i dijaloga između zvaničnih Beo-grada i Prištine. U tom smislu, sveobuhvatnim istraživačkim prisutpom i metodama će se pružiti uvid u percepcije pripadnika zajednice kosovskih Srba o inkluzivnosti, efektivnosti, transparentnosti i budućnosti procesa dijaloga. Sveobuhvatnost pristupa je bazirana na činjenici da je neophodno dubinsko i relevantno istraživanje, koje će postati polazna osnova za identifikaciju i mapiranje ključnih stavova i potreba ove zajednice. Rezultati istraživanja bi posledično ukazali na ključne fak-tore i dimenzije procesa dijaloga na koje bi dono-sioci odluka trebalo da obrate posebnu pažnju, a naročito oni koji kreiraju strategije i politike usmerene na odnose između Prištine i Beogra-da.
