Kosovo’s Reform Agenda: The gaps between planning and implementation

This policy brief explains the difference between the planning and implementation of Kosovo’s reform agenda created under the EU’s New Growth Plan. The agenda includes 111 measures aimed at improving governance, economic development, and public services. The plan is supported by €883 million in EU funds and focuses on digitalization, clean energy, private sector support, education, employment, and rule of law. While ministries were heavily involved in preparing the agenda, there was limited consultation with parliament and civil society, which may affect long-term ownership and implementation. The agenda has clear monitoring mechanisms linked to funding, but success will depend on coordination across institutions and consistent political commitment. If properly implemented, it could significantly speed up Kosovo’s EU integration and deliver concrete benefits for citizens and businesses.
