Continuing the two-year tradition of monitoring the state budget by civil society, the Open Society Foundation for Albania – Soros has supported a group of renowned Albanian economics and finance experts in carrying out this important activity for the year 2009 as well.

This year’s project began in May 2009 and will conclude in April 2010. In addition to the ongoing goals of studying, analyzing, and publicly disclosing the legal procedures of the budget, the effectiveness of fund usage, and public awareness and transparency of the process, this year the project will also aim to provide an overview of the impact of the global financial crisis on the country’s finances.

The first report on the drafting of the 2009 budget and the second report on the implementation of budget indicators for the first four months of the year were presented by experts Adriana Berberi, Gjergj Teneqexhiu, and Selim Belortaja in June 2009 at a public presentation organized at the NGO House near the “Soros” foundation in Tirana. The third and fourth reports will be presented in December 2009, while the fifth and final report will be presented in April 2010.

Monitorimi i buxhetit të shtetit për vitin 2009

Duke vazhduar traditën tashmë dy-vjeçare të monitorimit të buxhetit të shtetit nga shoqëria civile, Fondacioni i Shoqërisë së Hapur për Shqipërinë – Soros ka mbështetur edhe për vitin 2009 një grup ekspertësh të njohur të ekonomisë dhe financave shqiptare në realizimin e kësaj veprimtarie të rëndësishme.

Projekti i këtij viti ka nisur të zbatohet në Maj 2009 dhe do të përfundojë në Prill 2010. Përveç qëllimit të përhershëm të studimit, analizës dhe bërjes publike të proçedurave ligjore të buxhetit, efektivitetit të përdorimit të fondeve, njohjes dhe transparencës së procesit nga publiku i gjerë, këtë vit projekti do të synojë të japë edhe një pasqyrë të ndikimit të krizës botërore në financat e vendit.

Raporti i parë mbi hartimin e buxhetit për vitin 2009 dhe raporti i dytë mbi realizimin e treguesve buxhetorë të 4 – mujorit të parë të vitit u prezantuan nga ekspertët Adriana Berberi, Gjergj Teneqexhiu dhe Selim Belortaja në Qershor 2009 në një prezantim publik të organizuar në Shtëpinë e OJQ-ve pranë fondacionit “Soros” në Tiranë. Raporti i tretë dhe i katërt do të prezantohen në Dhjetor 2009, ndërsa raporti i pestë dhe përfundimtar do të prezantohet në Prill 2010.
