Policy Aspects: Towards a Sustainable Ecosystem for Distributed Green Energy in the Western Balkans examines the rapid growth of prosumers and the emerging role of energy communities across the region. The report analyses key policy and regulatory developments, including EU acquis transposition, market design changes, and national energy and climate plans. It highlights both progress and critical gaps, especially the lack of secondary legislation on grid access, energy sharing, and pricing. The findings show that while distributed renewable energy is expanding, its future impact will depend on clear, enabling policies that support community participation and a fair energy transition.
