With the support of the Foundation, a group of experts associated with the Albanian Center for Competitiveness and International Trade (ACIT) undertook the research project on the Cost-Benefit Analysis of Albania’s Integration Process into the European Union.

The project focuses on specific areas such as free trade, competition, economic growth, agriculture and food security, as well as on political and institutional aspects. Between November 2013 and June 2014, the project conducted a systematic analysis based on a combination of quantitative and qualitative methodological approaches by analyzing data, reports, and existing analyses to provide a comprehensive picture of the necessary elements for a deep reflection on the costs and benefits. The second phase consisted of collecting primary data in the field, through a specific questionnaire for policymakers in line ministries and interest groups, where all elements characterizing the variables formulated for the study were explored. The third phase consisted of a broader final analysis of the process, based on findings and data collected, presenting the results through a conference, newspaper articles, and a television program to promote the debate.

The project aimed to: i) provide Albanian citizens and political actors with comprehensive data and a genuine analysis of the costs and benefits of the integration process; ii) push the reform agenda by pressuring the Albanian government and responsible institutions to implement the commitments arising from the European Partnership with Albania, the SAA, and the annual reports of the European Commission on Albania; iii) considering that other non-governmental actors are very important in the integration process, the goal of the project is to inform and strengthen their capacities to be proactive political actors in the field of EU integration, influencing the public policy debate on reforms.

On September 26, 2014, ACIT and OSFA experts presented the preliminary findings of the report with guests from various sectors, both public and private, as well as researchers, media, civil society, and representatives of the business sector. The meeting was addressed by:

Publikimi i raportit Analiza e Kostove dhe Përfitimeve të Procesit të Integrimit të Shqipërisë në BE

Me mbështjen e Fondacionit, një grup ekspertësh i asociuar me Qendra Shqiptare për Konkurrueshmërinë dhe Tregtinë Ndërkombëtare (ACIT) ndërmorri projektin kërkimor për Analizën e Kostove dhe Përfitimeve të Procesit të Integrimit të Shqipërisë në Bashkimin Europian

Projekti fokusohet në fusha specifike si tregtia e lirë,  konkurrenca, rritja ekonomike, bujqësia dhe siguria ushqimore si dhe në pikëpamjen politike dhe institucionale. Gjatë periudhës nëntor 2013 – qershor 2014 projekti kreu një analizë sistematike të bazuar në kombinimin e qasjes metodologjike sasiore dhe cilësore duke analizuar të dhënat, raportet dhe analizave ekzistuese për të mundësuar një tablo të plotë të elementëve të nevojshëm për një pasqyrim të thelluar të kostove dhe benefiteve. Faza e dytë konsistoi me mbledhjen e të dhënave parësore në terren, përmes një pyetësori specifik për politikëbërësit në ministritë e linjës dhe grupet e interesit, ku u eksploruan të gjithë elementët që karakterizojnë variablat që u formuluan për studimin. Faza e tretë konsistoi në një analizë përfundimtare më të gjerë të procesit, duke u bazuar tek gjetjet dhe të dhënat e nxjerra duke prezantuar rezultatet nëpërmjet një konference, shkrime në gazetë dhe realizimin e emisioni televiziv për të promovuar debatin. 

Projekti synoi: i) t’i sigurojë shtetasve shqiptarë dhe aktorëve politikë të dhëna tërësore dhe analizë të mirëfilltë mbi kostot dhe përfitimet e procesit të integrimit; ii) të nxisë axhendën e reformave duke ushtruar presion mbi qeverinë shqiptare dhe institucionet përgjegjëse për zbatimin e angazhimeve që rrjedhin nga Partneriteti Evropian me Shqipërinë, MSA edhe raportet vjetore të Komisionit Evropian për Shqipërinë; iii) duke qenë se aktorët e tjerë jo-qeveritarë janë shumë të rëndësishëm në procesin e integrimit, qëllimi i projektit është informimi dhe forcimi i kapaciteteve të tyre për të qenë aktorë politikë pro-aktivë në fushën e integrimit në BE duke ndikuar në debatin e politikave publike mbi reformat e bazuara 

Në 26 shtator 2014 ekspertë të ACIT dhe OSFA prezantuan gjetjet paraprake të raportit me të ftuar nga sektorë të ndryshëm, publikë e privatë, si dhe kërkues shkencorë, media, shoqëria civile dhe përfaqësi të sektorit të biznesit. Takimin e përshëndetën:
