This report analyses North Macedonia’s Reform Agenda within the EU’s Growth Plan for the Western Balkans (2024–2027). Developed under tight deadlines, the Reform Agenda was adopted by the European Commission in October 2024 and outlines 37 reforms and 136 measures across five priority areas: governance and public finance, energy and digital transition, human capital, private sector development, and rule of law. Backed by €750 million in EU support (grants and loans), it aims to modernize institutions, strengthen the economy, and accelerate EU integration.
While praised as relevant and comprehensive, challenges include limited stakeholder consultation, institutional restructuring, and concerns over implementation capacity. The report stresses the need for inclusive monitoring, transparent communication, and strong partnerships between government, civil society, and the EU to ensure effective reform outcomes and progress toward accession.
