This policy paper focuses on integrating solar photovoltaic distributed generators (DG-PVs) into the distribution electric networks (DENs) across Western Balkans countries (WB6). It highlights DG-PVs as a beneficial strategy for consumers (prosumers), distribution network operators (DNOs), and dominant electricity suppliers, despite presenting technical challenges. Emphasizing decentralization and democratization of energy, especially at the low-voltage (LV) level, the paper aims to facilitate large-scale deployment of DG-PVs by addressing technical barriers and proposing integration measures.

The paper underscores that conventional DENs in WB6 are currently inadequate for substantial DG integration, particularly at the LV level, impacting supply quality. It introduces the Hosting Capacity (HC) method as a framework to estimate the maximum DG capacity that can be accommodated within existing networks, though simpler methods are suggested for initial estimates. Additionally, the paper outlines a series of measures to enhance DENs’ Hosting Capacity across the region, enabling greater integration of DG-PVs and fostering a future low-carbon power sector inclusive of LV prosumers.

Overall, the policy paper aims to initiate evidence-based discussions among DNOs, national/local governments, and regulators, advocating for policy, technical, and regulatory enhancements that support increased participation of households, local institutions, municipal utilities, and small businesses in the region’s future energy generation mix.
