As part of the program “Challenging the Culture of Impunity,” during the period of April-October 2014, the “Res Publica” Center, with the support and cooperation of the Open Society Foundation for Albania, conducted a study titled:

“Impunity in Disciplinary Proceedings Against Judges: Analysis of Some of the Causes that Stimulate Impunity in the Activity of the High Council of Justice”

The aim of this study is to assess the effectiveness and integrity of the punitive system and to provide relevant recommendations to improve the challenge to the culture of impunity of responsible officials. The evaluation includes an analysis of data collected from the decision-making of the High Council of Justice, as well as data published in reports from other national and international institutions.

The presentation of this study took place on May 28, 2015, with the presence of representatives from state institutions as well as civil society organizations.

Veprimtaria e Këshillit të Lartë të Drejtësisë | Monitorim

Në kuadër të Programit “Sfidimi i Kulturës së Pandëshkueshmërisë”, gjatë periudhës prill-tetor 2014, Qendra “Res Publica”, me mbështetjen dhe bashkëpunimin e Fondacionit Shoqëria e Hapur për Shqipërinë realizoi studimin me temë:

“Pandëshkueshmëria në procedimet disiplinore ndaj gjyqtarëve. Analizë e disa prej shkaqeve që stimulojnë pandëshkueshmërinë në veprimtarinë e Këshillit të Lartë të Drejtësisë” .

Qëllimi i këtij studimi, është vlerësimi i efektivitetit dhe integritetit të sistemit ndëshkues dhe dhënia e rekomandimeve përkatëse, me qëllim përmirësimin e sfidimit të kulturës së pandëshkueshmërisë së zyrtarëve përgjegjës. Vlerësimi përfshin analizën e të dhënave të mbledhura nga vendimmarrja e Këshillit të Lartë të Drejtësisë, si dhe të dhënave të publikuara në raportet e institucioneve të tjerë kombëtarë dhe ndërkombëtarë.

Prezantimi i këtij studimi u bë në datën 28 maj 2015 me të pranishëm përfaqësues të institucioneve shtetërore si edhe të organizatave të shoqërisë civile.
