The Citizen Monitoring Report on the Implementation of the Action Plan for the Fight Against Corruption for the Year 2011-2012 is presented.

In 2010, only 59% of the planned anti-corruption measures were fully implemented by the Ministry of Justice (MD), the Ministry of Economy, Trade, and Energy (METE), the Ministry of Health (MSh), and the State Police.

A monitoring report by the Open Society Foundation for Albania (OSFA) on the 2010 Anti-Corruption Action Plan for these four institutions revealed that, out of a total of 73 specific measures assigned to these bodies, only 59% were fully realized. The Ministry of Justice had the weakest performance, with only 40% of the measures fully addressed, while the State Police reported the best performance, having addressed 80% of its measures.

According to the monitoring report, 27% of the total measures across these institutions were partially addressed, 7% were unaddressed, and 7% could not be evaluated due to either a lack of information or the general nature of the measures, which made them difficult to assess.

In general, the monitored institutions responded positively to the cooperation requests for this monitoring process. However, in practice, the expert team also encountered a “closed doors” policy. A tendency to report only “successes” in the implementation of measures and objectives of the Action Plan dominated the official information received. Verifying this information was often difficult due to the general nature of the measures and the lack of measurable indicators.

Other problematic issues identified by the OSFA monitoring report include the absence of clear timeframes for implementing the measures, a lack of detailed information on financial, human, and institutional resources, and limited inter-institutional cooperation in addressing shared responsibilities.

The monitoring process was conducted by civil society experts throughout 2011 under the direction of OSFA and the Institute for Democracy and Mediation (IDM). In line with the new approach and structure of the Medium-Term Action Plan in the fight against corruption, this initiative will expand its focus to include other sectors in its second year.

Vetëm 59% e masave të parashikuara janë realizuar në vitin 2010 nga MD, METE, MSh dhe Policia e Shtetit. 

Nga një monitorim i Fondacionit Shoqëria e Hapur për Shqipërinë (OSFA) ndaj Planit të Veprimit Anti-Korrupsion për vitin 2010 në katër institucione – Ministria e Ekonomisë, Tregtisë dhe Energjetikës (METE), Ministria e Shëndetësisë (MSh), Ministria e Drejtësisë (MD), dhe Policia e Shtetit – rezulton se nga një total prej 73 masash specifike të parashikuara për tu adresuar nga këto institucione, vetëm 59% prej tyre janë realizuar plotësisht. Ministria e Drejtësisë shënon performancën më të dobët, me vetëm 40% të masave të adresuara plotësisht, ndërsa Policia e Shtetit raporton performancën më të kënaqshme me 80% të masave të adresuara.

Sipas raportit të monitorimit, 27% e totalit të masave për këto institucione janë adresuar pjesërisht, 7% e masave rezultojnë të parealizuara dhe për 7% të masave vlerësimi ka qenë i pamundur të kryhet ose për shkak të mungesës së informacionit, ose për shkak të natyrës së përgjithshme të masave që nuk mundëson matshmërinë e tyre. 

Përgjithësisht, institucionet e monitoruara i janë përgjigjur pozitivisht kërkesës për bashkëpunim në kuadër të këtij monitorimit, ndonëse në praktikë grupi i ekspertëve është përballuar edhe me politikën e “dyerve të mbyllura”. Tendenca për të raportuar vetëm “suksese” në kuadër të adresimit të masave dhe objektivave të Plan-veprimit, ka dominuar informacionin e marrë në rrugë zyrtare ndërkohë që verifikimi i informacionit të marrë në një pjesë të mirë të rasteve ka qenë i vështirë edhe për shkak të natyrës së përgjithshme të masave dhe mungesës së indikatorëve. Çështje të tjera problematike të identifikuara nga raporti i monitorimit të OSFAs kanë të bëjnë me: mungesën e afateve të qarta kohore për zbatimin e masave; shoqërimin e tyre me detaje mbi burimet financiare, njerëzore e institucionale; bashkëpunimi ndërinstitucional në adresimin e masave për të cilat ndajnë përgjegjësi disa institucione etj.

Procesi i monitorimit është kryer nga ekspertë të organizatave të shoqërisë civile përgjatë vitit 2011, nën drejtimin e OSFAs dhe Institutit për Demokraci dhe Ndërmjetësim (IDM). Në përputhje me përqasjen dhe strukturën e re të Plan Veprimit afatmesëm në luftën kundër korrupsionit, kjo iniciativë në vitin e dytë të saj do të zgjerojë fokusin e vet edhe në sektorë të tjerë.
