The EU offer is here, what now? Reforms and market integration: Time for delivery

The EU’s Growth Plan for the Western Balkans (GPWB) and its €6 billion Reform and Growth Facility (RGF) aim to accelerate convergence by linking reforms with phased access to Single Market benefits. As an experimental model for reform-driven integration, the Growth Plan’s rollout has been rapid but uneven: disbursement reviews show partial implementation, project approvals are concentrated in few countries, and institutional coordination remains weak. Progress is visible in SEPA integration and digital innovation hubs, yet recognition of qualifications, quality infrastructure, and enforcement lag. Sustainable success depends on consistent conditionality, strong governance, and adherence to EU values. WB6 governments must prioritize sectoral alignment, devote administrative capacity, and uphold democratic standards. Regional organizations (CEFTA, RCC) should coordinate and report progress, while the EU and Member States ensure support and accountability, proving that integration and rule of law can advance together.
