On Thursday, September 29, 2011, at the Sheraton Hotel, the Open Society Foundation for Albania, Soros, organized a press conference to present the monitoring report on the implementation of the action plan for the 12 priorities of the European Commission. The monitoring was carried out by a team of 14 experts. To conduct the monitoring, 50 official requests for information and meetings were sent to responsible institutions (as well as to other non-governmental actors, both Albanian and foreign). In 48% of cases, these requests resulted in meetings with institutions, and in only 34% of cases, full information was obtained from the monitored institutions. In 20% of cases, there was no response to official requests for information.

The report was presented by the Executive Director of the Open Society Foundation for Albania, Soros, Mr. Andi Dobrushi, and the Coordinator of the Good Governance and Integration Program, Ms. Adela Halo. Following this, the report was commented on by:

Prezantohet raporti monitorues për zbatimin e 12 rekomandimeve të KE-së për Shqipërinë

Ditën e enjte, datë 29 shtator 2011, në Hotel Sheraton, Fondacioni Shoqëria e Hapur për Shqipërinë, Soros organizoi konferencën për shtyp për prezantimin e raportit të monitorimit për zbatimin e planit të veprimit për 12 prioritetet e Komisionit Europian. Monitorimi është realizuar nga një ekip prej 14 ekspertësh. Për të kryer monitorimin janë dërguar në institucione përgjegjëse (përvecse në aktorë të tjerë joqeveritarë shqiptarë dhe të huaj) 50 kërkesa zyrtare për informacion dhe takime. Në 48 % të rasteve këto kërkesa rezultuan në takime me institucionet, dhe vetëm në 34% të rasteve u arrit të merrej informacion i plotë nga institucionet e monitoruara. Në 20% të rasteve nuk ka patur fare përgjgije ndaj kërkesave zyrtare për informacion.
