A group of renowned experts in economics and public finance, at the Faculty of Economics at the University of Tirana, have published the third and fourth reports on the monitoring of the state budget as part of an operational project supported by the Open Society Foundation for Albania (Soros Foundation).

Renowned professionals such as Mimoza Agolli, Adriana Berberi, Gjergj Teneqexhi, and Zef Preçi addressed specific aspects of budget monitoring, including:

– Macroeconomic developments and their impact on achieving the objectives and forecasts for 2010.

– An evaluative analysis of the legal changes in the indicators of the state budget and the performance of general budgetary indicators for the period January – October 2009.

– Sectoral analysis of budgetary expenditures in priority sectors and accompanying recommendations.

– Assessment of the 2010 draft budget preparation process. Comparative analysis of key indicators of the 2010 financial program. Recommendations on the 2010 budget.

The project “Monitoring of the State Budget,” as an important three-year tradition of the Soros Foundation, aims to promote transparency in one of the largest and most significant political, administrative, and financial processes of the state, as well as to deepen dialogue among stakeholders. This is especially focused on increasing their active participation in the stages of drafting, implementing, and monitoring the budget, particularly in priority sectors.

Publikohet raporti i tretë dhe i katërt mbi monitorimin e buxhetit të shtetit

Një grup ekspertësh të njohur të ekonomisë dhe financave publike, në mjediset e Fakultetit Ekonomik të Universitetit të Tiranës publikuan raportin e tretë dhe të katërt mbi monitorimin e buxhetit të shtetit, në kuadër të një projekti operacional të mbështetur nga Fondacioni i Shoqërisë së Hapur për Shqipërinë (Fondacioni Soros).

Profesionistë të njohur si Mimoza Agolli, Adriana Berberi, Gjergj Teneqexhi dhe Zef Preçi, trajtuan aspekte të veçanta të monitorimit të buxhetit, mes të cilave:

– Zhvillimet makroekonomike dhe ndikimi i tyre në realizimin e objektivave dhe parashikimeve për vitin 2010.

– Analizë vlerësuese e ndryshimeve ligjore të treguesve të buxhetit të shtetit dhe e realizimit të treguesve të përgjithshëm buxhetorë për periudhën Janar – Tetor 2009.

– Analiza sektoriale e shpenzimeve buxhetore në sektorët prioritarë dhe rekomandimet shoqëruese.

– Vlerësimi i proçesit të përgatitjes së projekt-buxhetit 2010. Analizë krahasuese e treguesve kryesorë të programit financiar të vitit 2010. Rekomandime mbi buxhetin e vitit 2010.

Kryerja e projektit “Monitorimi i buxhetit të shtetit”, si një traditë e rëndësishme 3 – vjeçare e fondacionit Soros, synon të bëjë transparencën për një nga proceset më të mëdha e më të rëndësishme politike, administrative e financiare të shtetit si dhe të thellojë dialogun ndërmjet palëve të interesuara, sidomos për rritjen e pjesëmarrjes aktive të tyre në fazat e hartimit, zbatimit dhe të monitorimit të buxhetit, në mënyrë të veçantë për sektorët prioritarë.
