With the collapse of the socialist system, the education system began to be part of the private sector (private instruction and tutoring), which became dominant in comparison with the previous system. The study “The True Price of Education Monitoring Private Instruction” presents an overview of private instruction and its importance for education in nine countries that emerged from the collapse of the socialist organization of society (Azerbaijan, Bosnia and Herzegovina, Georgia, Croatia, Lithuania, Mongolia, Poland, Slovakia and Ukraine). As one of the authors of the project, Virginia Budiene, emphasized in the foreword to the study, the report examines how the opening of the free market for private instruction affects education, including access to higher education institutions, in nine countries that previously had a socialist social system, and is the first attempt in the countries of the former socialist bloc to systematically document the general characteristics of private instruction, including its volume, costs, geographical spread; the main factors that characterize the demand for private instruction, and the educational, social and economic implications for the education system.

In addition to the comparative overview of the state of private instruction, the second part of the book is reserved for a report from Bosnia and Herzegovina, which, among other things, states that the existence of private instruction in secondary schools is evident, and that it is one of the important economic and social phenomena that have not been officially recognized, studied and regulated. The report also shows that students and parents in Bosnia and Herzegovina are aware of the need for private instruction and see it as an investment with social and economic returns. The research shows that private instruction is not part of the education system, and that it is necessary for it to become one. In addition to the comparative overview and report for Bosnia and Herzegovina, the publication also contains valuable findings and answers to some of the questions important for better organization of the domestic education system.

The study was initiated and supported by the Open Society Institute’s Education Support Program and the Network of Educational Policy Centers, and was conducted by the Open Society Initiative for Education Monitoring.

Prava cijena obrazovanja: Monitoring privatnih instrukcija

Raspadom socijalističkog društvenog sistema, obrazovni sistem je počinjao biti dio privatnog (privatne instrukcije i podučavanja), što je postalo dominantno u odnosu na prethodni sistem. Studija “Prava cijena obrazovanja Monitoring privatnih instrukcija” predstavlja pregled privatnih instrukcija i njihovu važnost za obrazovanje u devet zemalja nastalih raspadom socijalističkog organiziranja društva (Azerbejdžan, Bosna i Hercegovina, Gruzija, Hrvatska, Litvanija, Mongolija, Poljska, Slovačka i Ukrajina). Kako je u predgovoru studije naglasila jedna od autorica projekta Virginia Budiene, izvještaj istražuje na koji način otvaranje slobodnog tržišta za privatne instrukcije utiče na obrazovanje, uključujući i pristup visokoškolskim institucijama, u devet zemalja koje su ranije imale socijalistički društveni sistem, te je prvi pokušaj u zemljama bivšeg socijalističkog bloka da se sistematično dokumentuju opšte karakteristike privatnih instrukcija, uključujući njihov obim, troškove, geografsku raširenost; glavne faktore koji obilježavaju potražnju za privatnim instrukcijama, te obrazovne, društvene i ekonomske implikacije na obrazovni sistem.

Osim komparativnog pregleda stanja privatnih instrukcija, drugi dio knjige je rezervisan za izvještaj iz Bosne i Hercegovine, koji, između ostaloga, kaže da je postojanje privatnih instrukcija u srednjim školama evidentno, te da je jedan od bitnih ekonomskih i društvenih fenomena koji nisu zvanično prepoznati, proučeni i regulisani. Također, izvještaj pokazuje kako učenici i roditelji u Bosni i Hercegovini svjesni potrebe za privatnim instrukcijama i njih posmatraju kao investiciju sa društvenim i ekonomskim povratom. Istraživanje pokazuje kako privatne instrukcije nisu dio sistema obrazovanja, te kako je nužno da postanu. Osim komparativnog pregleda i izvještaja za Bosnu i Hercegovinu, publikacija sadrži i vrijedne nalaze i odgovore na neka od pitanja važna za bolju organizaciju domaćeg obrazovnog sistema.

Studiju su inicirali i podržali Program podrške obrazovanju Instituta Otvoreno društvo i Mreža centara za obrazovne politike, a provela ju je Inicijativa otvorenog društva za monitoring u obrazovanju.
