EMA has the pleasure to share with you the policy paper entitled: “Thessaloniki 2014: In quest of a renewed credibility of the EU Enlargement process”, supported by Friedrich Ebert Stiftung (FES) and Think Tank Fund of Open Society Foundations (OSF).The proposal of the Greek Minister of Foreign Affairs Droutsas, who asserted the so-called initiative “Thessaloniki II”, was the incentive to prepare this policy paper, which aims at analyzing this proposal and the chances it has to give an impetus to the EU accession process. Such initiative would include organization of a Summit between the EU and Western Balkan countries, during the Greek Presidency of the EU in 2014. According to Greek Minister of Foreign Affairs, such Summit might single out 2018 as the year of accession of the Western Balkan countries in the EU. At the same time, the Summit would adopt several essential instruments and an indicative time frame in order that the accession of these countries becomes true. In this policy paper the assessment of results of the Thessaloniki Agenda of 2003 and the path towards EU of the Western Balkan countries will be made alongside an analysis of the standpoint that the EU institutions have taken with regard to this process. EMA through this policy paper identifies the main factors that influence the EU enlargement policy, by analyzing in this context their impact on the Europeanization perspective of the Western Balkan Region. Beyond analyzing the development of the European Integration process in each of the Western Balkan Countries, the paper also lays out some suggestions for the EU and the Western Balkan countries aiming at having an expedited enlargement process.

Selanik 2014: Në kërkim të riafirmimit të besueshmërisë së procesit të zgjerimit të BE-së

Lëvizja Europiane në Shqipëri ka kënaqësinë të ndajë me ju punimin “Selanik 2014: Në kërkim të riafirmimit të besueshmërisë së procesit të zgjerimit të Bashkimit Europian”, mbështetur nga Friedrich Ebert Stiftung (FES) dhe Think Tank Fund, Open Society Foundations for Albania (OSFA).

Punimi i cili merr shkas nga propozimi i Ministrit Grek të Punëve të Jashtme Droutsas, që shpalosi iniciativën e quajtur “Selanik II”, synon të analizojë këtë propozim dhe mundësitë që ai ka për tu bërë realitet apo ndikuar në ecjen përpara të procesit të anëtarësimit në BE. Kjo iniciativë synonte organizimin e një Samiti mes BE-së dhe vendeve të Ballkanit Perëndimor, gjatë Presidencës greke të BE-së, në 2014. Sipas Ministrit Grek të Punëve të Jashtme, ky Samit do të mund të caktonte vitin 2018, si vit të aderimit të vendeve të Ballkanit Perëndimor në BE. Njëkohësisht, Samiti do të duhej të miratonte një sërë instrumentesh të domosdoshëm dhe një kuadër kohor indikativ për të bërë realitet aderimin e këtyre vendeve në BE.

Vlerësimi në këtë punim i rezultateve të Axhendës së Selanikut të vitit 2003 dhe rrugëtimit Europian të vendeve të Ballkanit Perëndimor, do të shoqërohet me analizimin e qëndrimeve të institucioneve të BE për këtë proçes. EMA përmes këtij punimi identifikon faktorët që ndikojnë në politikën e zgjerimit të Bashkimit Europian duke analizuar në këtë kontekst ndikimin e tyre në perspektiven Europianizuese të Ballkanit Perëndimor. Krahas analizimit të stadeve të zhvillimit të procesit të Integrimit Europian në secilin nga vendet e Ballkanit Perëndimor, punimi parashtron edhe disa sugjerime për Bashkimin Europian si dhe rajonin e Ballkanit Perëndimor në funksion të përshpejtimit të procesit të zgjerimit.
