Mayors and municipal leaders from 19 Western Balkan cities signed the Green Mayors Alliance Joint Declaration in Durrës, Albania on September 22, 2025. The Declaration commits local governments to driving a just, inclusive, and EU-aligned green transition through clean energy, community power, and regional cooperation.

The Declaration, endorsed by 19 municipalities from Albania, Kosovo, North Macedonia, Serbia, Bosnia and Herzegovina, and Montenegro, recognizes the urgency of the climate crisis and positions local governments at the forefront of solutions.

The Green Mayors Alliance envisions a thriving Western Balkans where municipalities lead the shift to clean energy, resilient economies, and inclusive climate policies. Rooted in local action and strengthened through regional cooperation, the Alliance highlights that the green transition is not a burden but a generational opportunity for prosperity.

The founding members commit to:

Advance Energy Democracy & Community Power – expanding citizen-driven models such as the Sunny Schools Initiative, supporting decentralized renewable energy, and empowering local ownership.

Act Boldly for Net Zero: Aligning Municipal Climate Action Plans with the EU 2050 Climate Neutrality Goal, Reducing Emissions, and Investing in People-Centered Green Infrastructure.

Unlock Green Finance – preparing and implementing projects that tap into EU and international funding opportunities, including WBIF, IPA III, and the Growth Plan for the Western Balkans.

Champion Justice & Inclusion, ensuring vulnerable and underserved communities benefit from the transition and advocating for territorial cohesion.

The Declaration invites national governments, the European Union, civil society, and international partners to stand with municipalities as they translate local ambition into regional transformation.
