Bilsana contributes to the EU Integration and regional cooperation programmatic pillar at OSF Western Balkans, supporting initiatives that advance the region’s alignment with EU policies, strengthen regional cooperation, and enhance institutional capacities. Her work focuses on programme analysis, coordination, and implementation, contributing to evidence-based advocacy, effective grantmaking, and strategic engagement with partners across the Western Balkans and the EU.

With over a decade of experience in programme management and public policy, Bilsana has worked extensively with EU-funded and bilateral programmes across governance reform, rule of law, infrastructure development, and EU integration. Prior to joining OSF-WB, she held senior coordination and advisory roles within the Montenegrin public sector, international development organisations, and diplomatic missions, including managing multi-country initiatives and supporting high-level engagement with EU institutions, IFIs, and international partners.

Bilsana holds a joint master’s degree from the University of Glasgow (MSc in Russian, Central and East European Studies) and Jagiellonian University (MA in European Studies), and a Bachelor’s degree in Liberal Arts from St. John’s College in the United States.
