Jelena contributes to the Twin Transition Program at OSF–Western Balkans, working at the intersection of digital transformation, civic resilience, and the green transition. She supports program strategy, project development, and portfolio management across the region—designing new initiatives, conducting strategic reviews of project proposals, coordinating grantees, and ensuring effective implementation and monitoring.

With extensive experience in program and grant management, strategic planning and analysis, stakeholder engagement, and cross-border coordination, Jelena has collaborated with grassroots civil society, independent media, international donors, and partners from the private and tech sectors. At IREX, she played a key role in USAID’s Media Innovation Activity, supporting independent media through digital transformation and sustainability. She has managed human rights and youth programs at the Helsinki Committee for Human Rights in Serbia and conducted media research for Internews Europe’s Earth Journalism Network, where she led a regional assessment on environmental reporting. Jelena has also been a visiting researcher at the International Center for Transitional Justice in New York City and a research scholar at Columbia University’s Institute for the Study of Human Rights within the Peace-Building and Rights Program.

She holds a Master’s degree in International Security and a Bachelor’s degree in International Relations from the Faculty of Political Sciences, University of Belgrade.
