Lura leads regional efforts to support the Western Balkans’ approximation to the EU and increasing political and economic cooperation across the region. She works closely with OSF’s regional leadership in designing and implementing strategic interventions within and outside the region, and oversees national-level operational and grantmaking initiatives in Kosovo. She is a purpose- and value-driven leader who designs and leads programmatic work in advocacy and policymaking by building trusted partnerships with diverse actors in civil society, academia, and policymakers in the region and beyond.

With an extensive background in journalism and research, prior to joining the OSF in 2018, Lura worked as the editor-in chief of Prishtina Insight, an online magazine produced by the Balkan Investigative Reporting Network. Her essays and journalistic work have been published in multiple European and regional publications and she is the author of Trans në Kosovë (Being trans in Kosovo) (2023), and the co-author of BOOM (2020).

Having come of age in post-war Kosovo, throughout her career Lura was engaged in transitional justice efforts and human rights advocacy with the aim of contributing to a peaceful and equitable region. As a writer, she has actively contributed to establishing and supporting independent arts and culture initiatives in Kosovo. She is the co-founder of the Kosovo Oral History Initiative and the Lirindja Foundation, and serves on the Executive Board of the Lumbardhi Foundation, a cultural organization that won the European Heritage Award in 2022 for preserving Prizren’s 70-year-old cinema building.

Lura holds a master’s degree in cultural studies from University of Freiburg and studied sociology and philosophy during her bachelor studies at the University of Prishtina, New York University, and Bard College Berlin. Previously, she was a fellow at the Institute for the Study of Human Rights at Columbia University in New York.
