Mervan leads the digital transformation pillar at OSF – Western Balkans, focusing on advancing digitalization and digital transformation initiatives. He collaborates closely with regional stakeholders and international partners to foster the development and integration of digital skills and technologies rooted in human rights principles.

With over two decades of experience in legal fields, Mervan has served as a lawyer, executive director at Šipad Export-Import, and external collaborator at the Royal Dutch Embassy in Bosnia and Herzegovina. He has also managed numerous projects with UNDP, EU, and USAID, and served as executive director of OSF Bosnia and Herzegovina.

Mervan is recognized for his adeptness in building effective relationships within academic and civil society circles in Bosnia and Herzegovina and the Western Balkans. His extensive network with national and international institutions and stakeholders enhances the impact of OSF’s digital initiatives in the region.

He holds LL.B. and LL.M. degrees from the Faculty of Law at the University of Sarajevo and is currently pursuing a doctoral degree in State and International Public Law.
