Tirana, Albania, October 24-25, 2024 – The international conference “Western Balkans Economies in the Context of EU Integration: Implications for Good Governance and Competitiveness” brought regional and international experts to Tirana to discuss pivotal issues shaping the Western Balkans’ future. Organized by Development Solutions Associates and supported by the Open Society Foundations – Western Balkans, the event explored how targeted governance reforms and economic transformation can propel the region’s integration into the European Union. 

“This conference provides a unique opportunity to bring together such a distinguished group of participants from across the region and Europe,” said Klodjan Seferaj, Program Manager at OSF-WB, in his opening remarks. “Supporting this event was a natural choice for OSF-WB. Our commitment is rooted in the belief that regional cooperation and evidence-based policy reform are essential for aligning with EU standards and fostering resilient democracies. This gathering not only brings exceptional minds to the table but highlights the critical need for shared strategies that reflect both our collective ambitions and unique strengths.” Seferaj concluded, “The challenges are significant, but so are the opportunities, and it is through forums like this that we can shape a future built on openness, transparency, and progress”. 

Drini Imami, from the Agricultural University of Tirana and head organizer of the conference, underscored the significance of fostering meaningful dialogue and collaboration. “This event creates a valuable platform for researchers and experts from the Western Balkans, Europe, and beyond to share knowledge and connect. By focusing on good governance and economic transformation through the lens of EU integration, we are not only advancing research but also building bridges between institutions and individuals. The discussions here reflect a shared understanding of the need for stronger regional cooperation and concrete next steps, including the possibility of making this conference an annual tradition. I deeply appreciate OSF-WB’s support in making this initiative possible.” 

Over the course of two days, more than 30 academics, policymakers, and civil society representatives engaged in discussions that spanned governance reform, regional economic resilience, and evidence-based policymaking. Topics addressed structural barriers such as informality, corruption, and clientelism, while emphasizing the need to align institutional practices and economic strategies with EU standards. The event also fostered a collaborative approach among Western Balkan countries, highlighting the shared responsibility for regional progress. 

The conference’s five interactive discussion panels and one presentation panel offered a comprehensive dive into these challenges. Panels examined systemic obstacles to governance and economic development, with fiscal policy experts exploring how coordinated regional approaches could better align with EU frameworks. Business leaders shared strategies for enhancing private sector competitiveness to meet EU market demands. A focused session on agricultural policy reform and rural development brought attention to the region’s alignment with the EU’s Green Agenda, with discussions emphasizing sustainability and climate change adaptation. 

Through these dialogues, participants articulated not only the urgency of meeting EU benchmarks but also the region’s capacity to devise self-driven solutions. The discussions underscored a shared ambition to foster greater resilience, deepen regional collaboration, and strengthen democratic institutions. 

The exchange of ideas during the conference highlighted a collective commitment to shaping a more integrated, competitive, and democratic Western Balkans, firmly positioned on the path to European integration.
