Mimoza Gavrani
Program Coordinator, Western Balkans Fund
Mimoza Gavrani is a senior international development expert, programme manager, and political analyst with over 18 years of experience in governance, rule of law, human rights, and EU accession processes across the Western Balkans. She combines strategic programme leadership with in-depth political and policy analysis, particularly on EU enlargement, institutional reform, anti-corruption, and regional dynamics work that speaks directly to this session’s core question: what turns a governmental commitment into a monitored, measurable reality.
She has managed large-scale, multi-country initiatives across the region for donors including the European Commission, GIZ, and the German Government, coordinating governments, law enforcement agencies, financial intelligence units, civil society, and international organizations. She has produced in-depth analysis of Kosovo’s EU accession pathway, rule-of-law reforms, and institutional performance measured against the EU acquis and international governance standards analysis that has fed directly into public debate and policy decisions.
Mimoza is also the author and host of her own TV programme, Mimoza Journey, through which she brings policy and governance issues to a wider public audience.
Mimoza holds a degree in Psychology from the University of Prishtina, specializing in emotional intelligence in organizational and leadership contexts, and MSc in Ethics in Institutions and Leadership at the University of Tirana, alongside advanced studies at Central European University (Budapest). Her executive education includes Harvard Kennedy School’s Leadership and Governance.She is an alumna of the U.S. State Department’s International Visitor Leadership Program, the German Marshall Fund’s Transatlantic Inclusion Leaders Network, and the European Union Visitors Programme.
She is recognized for her ability to operate at the intersection of policy, politics, and programme delivery bridging analysis with implementation to advance democratic governance, institutional accountability, and regional cooperation across the Western Balkans.
